The 2016 Imagine Kenai 2030 City of Kenai Comprehensive Plan provides a vision of the Kenai's future and serves as a decision-making tool. Public participation opportunities in 2013 (resulting in a draft plan) and 2016 helped to shape the plan. The 2016 Comprehensive Plan updates the 2003 Comprehensive Plan. The first City Comprehensive Plan was developed in 1962 and there have been seven updates or revision efforts.

The 2016 Comprehensive Plan contains the City's Land Use Plan to frame future planning choices that support the community's vision. The Land Use Plan differs from the Official Zoning Map. The Official Zoning Map regulates land use and the Land Use Map is a vision of a generalized desirable pattern of land uses.

The 2016 Comprehensive Plan identified the 8 goals listed below. Each goal has an associated vision objectives, and action items. A goal is a broad statement of the City's long-term desired outcomes. Objectives are guidelines to determine whether a proposed project or program advances the community values expressed in the goals. Action Items are specific steps the City will take to implement the Objectives.

Goal 1 - Quality of Life: Promote and encourage quality of life elements in Kenai.

Goal 2 - Economic Development: Provide economic development elements to support the fiscal health of the community.

Goal 3 - Land Use: Use land use strategies to implement a forward-looking approach to community growth and development.

Goal 4 - Public Improvements and Services: Provide adequate public improvements and services in Kenai.

Goal 5 – Transportation: Provide transportation systems that are efficient and adequate to serve the regional needs of the community.

Goal 6 – Parks and Recreation: Ensure that Kenai has excellent parks and recreational facilities and opportunities.

Goal 7 - Natural Hazards and Disasters: Prepare and protect the citizens of Kenai from natural hazards and disasters.

Goal 8 – Environmental Resources: Protect and enhance the natural resources and environment of the community.
